Clients also include Morrison-Knudsen International of Denver, Tetra Tech, Inc. of Pasadena, the City of Greenville, Texas, US Forest Service in Alaska, Atkins Americas of Oklahoma City, and Wilbur Smith Associates of Falls Church, Virginia.                   June 1974 - August 1994: Engineer Officer, U.S. Army Corps of Engineers, retired at the rank of Lieutenant Colonel. Final assignment as Area Engineer, Europe District, Area Office, Ankara Turkey. Contracting Officer for $50 million U.S. funded construction program. Supervised a staff of 26 professionals located at five offices throughout Turkey and Northern Iraq with an annual operating budget of over $1.0 million. Responsible for construction management, contract administration, negotiation of change orders and claims, financial management, OSHA compliance inspections, quality assurance, and customer relations. Also provided technical consulting services, quality control, and construction management to an additional $140 million NATO funded construction program in the region. Monitored contractor progress, schedules, and conducted acceptance inspections for NATO. Provide technical, legal, and construction contracting support to U.S. contingency operations such as Kurdish refugee relief and Turkish earthquake recovery operations. Head of Agency and member of US Country Team in Turkey. Responsible to the U.S. Ambassador for consultation and notification of all Corps of Engineers activities throughout the Republic of Turkey. Major projects included the construction of a new hospital, five dormitories, three satellite communications facilities, a water treatment plant, several environmental remediation efforts, and a myriad of smaller military facilities. Other key assignments:

                  August 1985 - June 1 9 87 Director of Public Works, United States Military Training Mission to Saudi Arabia, Dhahran, Saudi Arabia. Supervised a staff of two professional engineers, a registered architect, two technicians, and about thirty contractor personnel. Responsible for real property maintenance, new construction, and master planning for seven U.S. communities throughout the Kingdom. Managed a total of $11 million worth of facility upgrade and new construction projects. Supervised the design, preparation of plans and specifications, official cost estimates, contract negotiations, scheduling, acceptance inspections, and safety, sanitary, fire and electrical code compliance inspections. Developed master plans and budgets for long range facility construction programs for each installation. Represented the U.S. government in negotiations with the Saudis on real property and engineering component to developing security assistance programs.

                  May 1984 - July 1985 Resident Engineer, Fargo Project Office, Saint Paul District, Corps of Engineers, Fargo, North Dakota. Supervised a staff of one professional engineer and one technician. Responsible for construction management and contract administration of eight flood control projects worth $18 million located in North Dakota and Minnesota. Represented the government in contract negotiations, modifications, work orders, claims and disputes. Ensured contractor compliance with plans, specifications, quality control, safety, and environmental protection programs. Dealt directly with state and local officials on matters of legal, funding, and public relations.

                  December 1984 - May 1985 Lecturer (part time), Civil Engineering Department, College of Engineering, North Dakota State University, Fargo, North Dakota. Taught two undergraduate construction courses: Design and Construction of Utility Systems and Construction Quality Control.

                  January 1983 - May 1984 Project Manager, Engineering Division, St. Paul District, Corps of Engineers, St. Paul, Minnesota. Supervised the efforts seven professional engineers, ten technicians, and four clerical personnel. Responsible for the preparation of design concepts, plans, specifications, environmental impact statements, official cost estimates, financial management, construction schedules, and contract administration for three major flood control projects totaling $31 million. Personally represented the government at public meetings. Dealt directly with public officials and prepared annual Congressional Testimony for each project. Additional responsibility as the District Value Engineering Officer and Research and Development Coordinator. Developed a computer scheduling system that predicted peak design workload periods in time to contract for Architect/Engineer services in a timely manner.

                  January 1982 - January 1983 Project Engineer, Lock and Dam 1 Project office, St. Paul District, Corps of Engineers, St. Paul, Minnesota. Supervised a staff of three professional engineers, and four technicians. Chief government negotiator for two construction contracts worth $4.1 million. Responsible for monitoring contractor quality control, construction scheduling, change order cost estimates, payrolls, union work rules, and compliance with plans and specifications. Personally conducted job site daily safety inspections and OSHA mandated safety meetings. Prepared key construction reports on fund status, payment schedules, and construction progress. Authorized contractor payments of about $400K per month.

                  January 1980 - January 1982 Construction Company Commander, 864th Engineer Battalion, Fort Lewis, Washington. Supervised five engineers, and 150 heavy equipment operators and mechanics. The organization consisted of a rock crushing plant, an asphalt plant, a mobile concrete plant, and an extensive construction equipment repair facility. This job would be the civilian equivalent to a General Manager for a medium sized Concrete and Asphalt paving company (annual volume of $1.5 million). Responsible for the development of and adherence to construction schedules and cost estimates. Prepared construction drawings, detailed work schedules, equipment selection, safety programs, environmental abatement plans, construction drainage design, aggregate design, asphaltic concrete mix design, and Portland Cement concrete mix design to meet applicable project plans and specifications.

                  October 1974 - August 1977 Engineer Officer, 78th Engineer Battalion, Ettlingen, Germany. Held successive positions as engineer platoon leader, staff engineer, company executive officer, and company commander. In last position, supervised four engineers and 130 men with various construction and engineering skills. Responsibilities much the same as Fort Lewis assignment except unit was focused on building construction.
