Professional Work Experience
U.S. Army Corps of Engineers 1974 -1994

Worldwide construction management and engineering assignments in positions of increasing responsibility.  Last position as Area Engineer in Ankara, Turkey responsible for nearly $200 million worth of US, UN, and NATO construction contracts in Central Asia and the Middle East.

Current Academic Interests

  • Cost estimating, cost engineering, project management, and life cycle cost analysis
  • Conducting research in the use of innovative project delivery methods to procure all types of facilities with a focus on Design-Build and Best Value Contracting
  • Also conducting research in pavement preservation and management with a specific focus on chip seal design and construction.
  • Specific interest in highway construction and the delivery of public works projects.  On-going externally funded projects on Design-Build Contracting for highway construction for the National Cooperative Highway Research Program and the Design-Build Institute of America.  Other on-going projects Best Value Contracting for highway construction and Chip Seal Synthesis for the National Cooperative Highway Research Program , and  Chip Seal Performance for Ergon Materials and the New Zealand Transfund.
